A redesign is the wrong move when the problem is content nobody has updated in two years, when the site is slow rather than ugly, or when nobody can say what the current site fails to do. In all three cases a redesign will feel like progress and change nothing measurable. We say so before the contract rather than after — it costs us work and saves you a year.
