A scanner will find your missing alt text and your low-contrast button. It will not tell you that the only way to dismiss your modal is a mouse, that your form errors are announced nowhere, or that your carousel moves faster than some people read. Those come from decisions taken during design, which is why we check them then — with a keyboard, before anything is built.
